leader within the Technology PMO, the Director of IT & IS Programs
will oversee the successful delivery of technology initiatives
across the CTO organization, ensuring alignment with business goals
and strategic priorities. This role leads teams dedicated to
high-impact technology programs, including technology
infrastructure, information security, and developer platform
engineering. The Director will drive cross-functional collaboration
at all organizational levels to deliver results in our complex and
dynamic environment.Key ResponsibilitiesInitiative Leadership:
- Ensure technology initiative alignment with organizational
goals and objectives, including information security enhancements,
infrastructure modernizations, M&A technology deliverables, and
developer platform engineering.
- Partner with the Office of the CTO team throughout the demand
management process to ensure the realization of value for
investments.Stakeholder Management:
- Build and maintain strong relationships with stakeholders at
all levels, including team members, senior leadership, and external
partners.
- Serve as a trusted advisor to business leaders, providing
insights and updates on program progress, risks, and outcomes.
- Facilitate effective communication channels to ensure
stakeholder alignment and expectations management.Cross-Functional
Team Management:
- Lead cross-functional teams across boundaries, fostering
collaboration between technology, business units, and external
vendors.
- Establish and promote shared accountability for program
outcomes across diverse teams and stakeholders.
- Champion a culture of continuous improvement, innovation, and
operational excellence.Leadership and People Management:
- Manage and mentor a team of program managers across Technology
Infrastructure, Information Security, and Developer Platforms.
- Foster a high-performance culture, encouraging professional
growth and development within the team.
- Ensure clarity in roles, responsibilities, and deliverables for
all team members.Strategic and Operational Execution:
- Provide strategic direction for technology and security program
delivery, balancing long-term vision with immediate execution
needs.
- Partner with Finance and Vendor Management teams to manage
budgets, resource allocation, and vendor relationships.
- Identify, mitigate, and manage program risks, ensuring timely
resolution of issues.Required QualificationsEducation and
Experience:
- Bachelor's degree in Information Technology, Computer Science,
Business Administration, or related field (Master's
preferred).
- Minimum of 10 years of experience in program management, with
at least 5 years in leadership roles overseeing IT and/or
information security programs.
- Proven experience in managing technology delivery for mergers
and acquisitions.Skills and Competencies:
- Strong leadership and team-building capabilities, with
experience managing cross-functional and geographically distributed
teams.
- Demonstrated expertise in stakeholder management, spanning
operational teams to C-suite executives.
- Exceptional ability to manage multiple, complex initiatives in
parallel while maintaining focus on priorities and outcomes.
- Advanced understanding of technology infrastructure,
cybersecurity frameworks, and developer platforms.
- Excellent communication, negotiation, and conflict-resolution
skills.
- Proficiency in project/program management methodologies, tools,
and frameworks (e.g., Agile, Scrum, SAFe, Waterfall).Certifications
(Preferred):
- PMP (Project Management Professional), PgMP (Program Management
Professional), or equivalent certification.
- CISSP (Certified Information Systems Security Professional) or
CISM (Certified Information Security Manager).
- ITIL (Information Technology Infrastructure Library)

learning.Compensation:The U.S. national annual pay range for this
role is $118700 to $246290. Actual compensation is based on various
factors including but not limited to work location, and relevant
skills and experience.Work Environment:PayPal's balanced hybrid
work model offers 3 days in the office for effective in-person
collaboration and 2 days at your choice of either the PayPal office
